وَاصْطِبَارٍ — and endurance. The 'wa-' adds 'endurance' alongside 'rowing' as a second goal, so it stays in the genitive matching its partner. Coordinated nouns share the case of the one before them.

وَاصْطِبَارٍ — and steadfast endurance. The connector wa- ('and') fused onto an action-noun, coordinating it with the rowing as a second forgiven thing — 'and endurance'. Because the earlier preposition governs both coordinated items, this one also carries the genitive ending. The wa- simply adds it to the list rather than starting a new thought.
