It is the aspiration of one who has prepared himself for the meeting with the beloved.
اسْتَعَدَّ — he has prepared. A past-tense (form X) verb 'made himself ready', its subject coming next — 'whose owner has readied himself'. The form-X shape marks preparing oneself.
