It is the aspiration of one who has prepared himself for the meeting with the beloved.
صَاحِبُهَا — his companion. 'Owner / possessor' with '-ha' (its) attached, the subject of 'prepared', nominative — 'its owner', the one who holds that resolve. The feminine suffix points back to 'aspiration'.
