وأمثال ذَلِك مِمَّا اسْتعْمل فِيهِ لفظ الْكَلِمَة من الْكتاب وَالسّنة بل وَسَائِر كَلَام الْعَرَب فَإِنَّمَا يُرَاد بِهِ الْجُمْلَة التَّامَّة
And the likes of that from the usage of the term (the word) in the Book and the Sunnah, as well as the rest of Arab speech, for it indeed means the complete sentence.
بَلْ — as well as. 'bal' — the 'rather, indeed even' that escalates: it pushes the claim further, beyond Book and Sunna to all Arabic. Here additive rather than corrective.

Just as it is said, 'flowing water' and 'a dead man,' even if he did not cause death but because death occurred in him, he is attributed as the doer of the action.
بَلْ — but. A particle 'rather / but', used to correct or redirect: it cancels the prior idea and replaces it with what follows. Stronger than a plain 'but', it pivots to the real reason.
