لِوَعْدٍ — for a promise. 'li-' = 'for'; 'wa'd' = 'promise'. No 'al-', so 'for a promise'.

الوَعْدِ — the promise. In the genitive because 'from' governs it, this noun names the source of what came. The 'the' makes it the specific promise in view, completing 'of the promise' and identifying what the good tidings consist of.
