And whoever has a corrupt inner state, his deed will follow his inner state, regardless of its outward form.
اِعْتِبَارَ — regard. An indefinite verbal noun in the object-style ending demanded by the absolute-negation 'no' before it, which always pins its noun in that ending. So the ending here is the grammatical fingerprint of 'no X whatsoever'; the noun names the act of taking-into-account.
