قد أحرزه لنفسه واستوطنه،
which he has taken for himself and inhabited,
وَاسْتَوْطَنَهُ — and inhabited it. 'And' plus a past-tense verb of the 'seek / settle' shape 'made it a homeland', with '-hu' (it) attached. The drawn-out form conveys settling in for good.
