فلهذا كان أولو الأمر صنفين العلماء، والأمراء،
Thus, those in authority consist of two types: the scholars and the rulers.
وَالأُمَرَاءُ — and the rulers. The wa- joins the second of the two kinds, and the 'the' after it keeps the noun definite, 'and the rulers'. It completes the spelling-out of the dual 'two kinds' named just before.
