العُلَمَاءِ — scholars. Genitive owner of 'speech' — 'the scholars'.

Thus, those in authority consist of two types: the scholars and the rulers.
الْعُلَمَاءُ — the scholars. The 'the' makes this plural noun definite, 'the scholars'; it spells out the first of the two kinds just announced. As an explanatory item it stands in the nominative, restating part of the dual.

عَالِمٌ — aware. An active participle 'aware/knowing', the predicate of the 'while he is...' clause, in the nominative. Built from the verb 'to know', it names the offender as one possessing knowledge of the act. It stresses that the wrong is done knowingly, not in ignorance.

He said, "I learned the knowledge, I taught it, and I recited the Quran in your presence." He said, "You lied. Rather, you learned so that people would call you a scholar, and you recited the Quran so that they would say he is a reciter."
عَالِمٌ — a scholar. This noun is the content of what would be said about him, the predicate of the passive 'it would be said', so it takes the plain (nominative) ending. Its indefinite form gives the bare label, 'a scholar', the title he sought.
