قَالُوا يَا أَبَتِ كَيْفَ نَحْتَالُ
They said, "O father, how shall we devise a plan?"
نَحْتَالُ — shall we devise. Present-tense verb with 'we' folded into its shape, so the group asks about its own future action. The plain present here carries a 'how shall we' sense, the deliberation the question is built around.
