وَالْقَنَاطِيرُ الْمُقَنْطَرَةُ وَمَا اِجْتَمَعَتْ إِلَّا بِأَوْزَارٍ،
And the piled-up loads, and they did not come together except by sins,
بِأَوْزَارٍ — by sins. The preposition bi- ('by/through') fused onto a noun, naming the means by which the heaps were amassed — 'by sins'. The bi- assigns the following noun its genitive role and marks instrument or cause. The plural noun, used for burdens of wrongdoing, takes the genitive after bi-.
