وَهُوَ يَجْلِسُ بِهِ كُلَّ سَبْتٍ،
And he would sit in it every Saturday.
يَجْلِسُ — he sits. A present-tense verb 'sits', third-person singular, with 'he' built in. Inside this background clause it carries habitual force, 'he used to sit', describing a regular practice rather than one act. The present form plus the circumstantial frame yields that customary reading.
