فَالْكِتَابُ يَبْلُغُ مَا لَا يَبْلُغُهُ الْخِطَابُ،
So the book reaches what speech does not reach.
الْخِطَابُ — speech. A definite noun that is the doer of the (negated) reaching — speech, contrasted with the book. It sits after its verb because Arabic normally orders verb-then-doer, and being definite frames 'speech' as the general category, not one instance.
