فاحتاج الأئمة إلى أن يضعوا آدابًا وأحكامًا يقف المتناظران عند حدودها في الرد والقبول،
the scholars needed to establish etiquette and rules that debaters must adhere to in rejection and acceptance,
يَقِفَ — they two adhere to. Present 'halts, stops', describing the rules — 'rules at which [the two] halt'. Arabic keeps the verb singular when it precedes its subject, so the duality shows only on the noun that follows.
