And one of you steals his neighbor's geese.
يَسْرِقُ — steals. A present-tense verb meaning 'steals', its 'he' subject built in, carrying a habitual, general sense, the kind of repeated act one keeps doing. It needs no separate pronoun. It opens the accusation, setting up the following noun as the thing stolen.
