فَتَنَاوَلَ بِهِ يَهُودِيًّا لِيَضْرِبَهُ،
Then a Jew took hold of it to strike him.
لِيَضْرِبَهُ — to strike him. This bundles a purpose marker 'to/in order to' with a verb and an attached object 'him'. The purpose marker forces the verb into its intent shape, so it reads as the aim of the previous action rather than something that actually happened; the suffix supplies the one to be struck.
