وَلا يَجُوزُ أَنْ يُجْعَلَ وَهُوَ الْحَاكِمُ عَلَيْهِ مَحْكُومًا
And it is not permissible for him to be made subordinate when he is the ruler over it.
مَحْكُومًا — subordinate. An object-complement; the '-an' ending marks the accusative — 'made (into) one ruled'.
