الْحَاكِمِينَ — Judges. This noun, judges, is the owner half of the superlative pairing, in the genitive plural. A superlative plus a genitive plural means 'the most X of the Xs', here the most judicious of all who judge, a construction Arabic builds by chaining the two words.
