فَأَتَى بُهْرَةً وَالْجُرَذُ يَحْفِرُ وَلَا يَكْتَرِثُ بِالْهِرَّةِ
So a female cat came, and the rat was digging and did not pay attention to the cat.
بِالْهِرَّةِ — to the cat. Preposition bi- bolted to a definite noun; this verb of caring takes its object through bi- rather than directly. So bi- is what links the not-caring to the cat, marking the cat as the thing paid no mind.
