  وَمُحَرِّكٌ — and the one who stirs up. The conjunction wa- ('and') prefixed to an active participle ('the stirrer'), a noun-like form naming the agent that sets the conflict in motion. It heads an 'of' link with 'this war' that follows. The wa- joins this new statement to the running discussion.
