وَهُوَ سِجَالٌ وَمُحَرِّكُ هَذِهِ الْحَرْبِ قَلْبُ الْعَبْدِ
And it is a contention, and the heart of the servant is what stirs up this war.
الْحَرْبُ — the war. A definite noun ('the war') owned by the 'stirrer' before it, closing the 'of' pairing as 'the stirrer of this war'. As the owner term it sits in the genitive ending. The al- supplies 'the' without a separate word.
