فَقَامَ الْقَوْمُ مُعْتَذِرِينَ وَقَالُوا
So the people stood up, apologizing, and said.
الْقَوْم — the people. A collective definite noun ('the people') and the doer of the rising, so it takes the plain naming ending. It is the group the next descriptive word will color in.
