وَجَعْلُنَا الحُكَّامُ عَلَى النَّاسِ
And We made the rulers over the people.
الحُكَّامُ — the rulers. The al- on the front makes this definite, 'the' rulers, marking a specific known group. As the thing the people were made into, it functions as a second object of the verb, naming the role the group was placed in.
