They are content with the outward shells of deeds, away from the pure core,
مقتنعانِ — they are content. A dual doer-noun: its ending marks 'two who are content', describing exactly the pair under discussion. Standing as the subject form, it carries 'two' inside its own shape rather than with a separate number word, continuing the portrait of the two men.
