They are content with the outward shells of deeds, away from the pure core,
بقشورِ — with the outward shells. A 'bi-' prefix fronts the noun to mark what they are content with, the outer shells. The prefix governs the noun into the dependent form and opens an 'of' pairing with the word that follows, so it sets up 'with the shells of...'.
