وَأَشَافَهُ بِتَصْنِيفِي خَلْقًا لَا يَحْصُونَ مَا خَلَقُوا بَعْدُ،
And by my written works I taught orally a multitude so vast that they cannot count what they later produced.
خَلَقُوا — they created. A past-tense verb whose plural 'they' subject is carried in its ending, with no separate pronoun. It states a completed past action inside the relative clause — what that multitude went on to produce.
