وَدُثِرَتْ مَعَاهِدُهُ عِنْدَهُمْ فَلَيْسُوا يَعْمُرُونَهَا،
And his sanctuaries were concealed from them, so they do not inhabit them.
يَعْمُرُونَهَا — they inhabit it. This is a present-tense verb with a plural subject 'they' inside and an attached object pronoun on the end. Paired with the preceding negator it forms a continuous-sense denial, 'they do not tend/inhabit them', with the pronoun pointing back to the sanctuaries.
