وَدُثِرَتْ مَعَاهِدُهُ عِنْدَهُمْ فَلَيْسُوا يَعْمُرُونَهَا،
And his sanctuaries were concealed from them, so they do not inhabit them.
عِنْدَهُمْ — from them. This is a location word ('with/among, in the keeping of') fused with an attached plural pronoun 'them': 'in their keeping'. It governs that pronoun in the genitive and situates the now-erased sanctuaries with respect to the people, naming where they stood among them.
