الْمُتَمَسِّكُ عِنْدَهُمْ بِالْكِتَابِ وَالسُّنَّةِ صَاحِبُ ظَوَاهِرِ،
Among them, the one who holds fast to the Book and the Sunnah is a follower of apparent meanings.
وَالسُّنَّةِ — and the Sunnah. The wa- coordinates this with the previous noun, so 'the Book and the Sunnah' form a pair, both governed by the same 'to' and both genitive. The single prefixed 'and' joins them as the twin things being held to.
