Among them, the one who holds fast to the Book and the Sunnah is a follower of apparent meanings.
ظَوَاهِرِ — apparent meanings. This plural noun completes the 'of' pairing, 'a man of apparent meanings', and is genitive as the owner in that chain. Side-by-side placement gives the possession with no 'of'; the case ending marks these surface meanings as what the person is reduced to.
