And they suppose that this religious, command-related reality
وَيَظُنُّونَ — and they suppose. A sentence-starting wa- 'and' fused to a present verb shaped for 'they', meaning 'and they suppose'. The wa- joins the clause on; the plural 'they' lives in the verb's ending. It introduces another mistaken belief, completed by the 'that' clause following.
