وَنَهَضَ إِبْلِيسُ يَلْبَسُ وَيَزْخَرِفُ وَيُفَرِّقُ وَيُؤَلِّفُ
And Iblis rose up, clothing, adorning, dividing, and forming factions.
وَيَزْخَرِفُ — and he embellishes. A present-tense verb opened by the attached 'and', continuing the list of simultaneous ongoing actions. The 'and' coordinates it with the verb before it as another thing happening at once.
