فَإِنَّ الرَّسُولَ يَقُولُ لِلْمُرْسَلِ إِلَيْهِ مَا أُمِرَ بِقَوْلِهِ،
For the Messenger says to the one to whom he is sent what he was commanded to say,
بِقَوْلِهِ — to say. This noun has the preposition 'with/by' fused to its front, a verbal noun meaning saying, with an attached pronoun, 'with its saying'. The preposition marks the content of the command; the pronoun points to what he says.
