فَإِنَّ الرَّسُولَ يَقُولُ لِلْمُرْسَلِ إِلَيْهِ مَا أُمِرَ بِقَوْلِهِ،
For the Messenger says to the one to whom he is sent what he was commanded to say,
لِلْمُرْسَلِ — to the one sent to. This noun has the preposition 'to/for' fused to its front and carries 'the', a passive participle meaning 'the one sent to', so 'to the one messaged'. The preposition marks the recipient of the speech; the participle names the addressee.
