فَإِنَّ آخِرَ مَرَاتِبِ الْحُبِّ هُوَ التَّتِيمُ وَأَوَّلُهُ العَلَاقَةُ لِتَعَلُّقِ القَلْبِ بِالْمَحْبُوبِ
So indeed, the final rank of love is orphanhood, and its first is attachment for the attachment of the heart to the beloved.
بِالْمَحْبُوبِ — to the beloved. The preposition 'to/with' fused to a definite noun 'the beloved', the target of the heart's clinging. It governs the noun into the genitive and names what the heart attaches to.
