الذي قال للكون كن فواتى،
Who said to the universe, "Be," and it came into existence,
لِلْكَوْنِ — to the universe. The 'to' prefix is a preposition forcing the genitive on the noun and marking the addressee of the speech. It links the saying to the one spoken to, the whole of creation, telling you to whom the command 'Be' was directed.
