وَمَا أُسْتُشْكِلَ عَلَيْهِمْ مِنْ مَرَادٍ،
and whatever intended meaning was unclear to them,
أُسْتُشْكِلَ — was considered obscure. A past-tense verb in the passive — something 'was found obscure', with no agent named. It is a higher-pattern verb built to mean 'reckoned problematic', and the passive vowelling keeps the obscurity general, felt by the Companions rather than caused by anyone. Arabic marks it through the verb's inner shape.
