وَيَغْضَبُونَ لِمَحَارِمِي إِذَا اِسْتُحِلَّتْ كَمًّا يَغْضَبُ النَّمِرُ إِذَا حُرِبَ
And they become angry for my forbidden things when they are treated as permissible, just as the tiger becomes angry when it is attacked.
استُحِلت — were treated as permissible. This verb is in its passive shape, so its subject undergoes the action, being treated as permissible rather than doing the treating. The passive is marked by the inner vowel pattern, not a helper verb, and the -t ending makes the unseen subject feminine singular, agreeing with the forbidden things. So it reads 'they are made lawful'.
