This passive participle, 'what is reasoned-out / the sensible matter', carries al- and is the owner half of the heading's 'mention of...' chain, so it sits in the genitive. Arabic builds the heading by setting 'mention' directly against this noun, with no 'of' word, and the genitive ending alone carries the relationship. It names the topic the section will treat.
