  Mention of what is reasonable regarding dutifulness to parents and maintaining kinship ties.

  ذِكْرُ — mention. This is a verbal noun, 'mention / a noting-of', used here to head a section, much as English titles a chapter with a noun phrase. As the first word of a heading it opens an owner-and-owned chain with what follows. So the section is titled 'the mention of...' rather than with any verb.
