بِأَجْنِحَتِهِمْ — with their wings. This is 'with' plus 'their wings' — the 'bi-' is instrumental, naming what the angels surround them with. The noun is a broken plural with attached 'their'. It governs the genitive. So the angels enfold the circle with their wings.
