كَدْتَ تُحْرِقُ الْأَرْضَ وَمَا عَلَيْهَا بِنَارِكَ،
You almost burned the earth and what is on it with your fire.
تَحَرُّقُ — you burn. A present-tense verb with 'you' (masculine) built in, supplying the action that was 'almost' done: 'you (almost) burn'. After a 'verb of nearness', Arabic puts this completing verb in the bare present, and the pairing yields 'you nearly burned'. So the timing comes from the 'almost' verb, while this one names the deed.
