فَإِنَّكَ مَتَى إِلْتَفَتَّ إِلَيْهِمْ أَخَذُوْكَ وَعَاقُوْكَ
For whenever you turn to them, they seize you and hold you back.
الْتَفَتَّ — you turned. A derived (form VIII) completed-action verb 'you turned', with its 'you' subject inside the ending. As the verb of the preceding 'whenever' it is read in a general, recurring sense, not as one finished past act. Its result is the pair of verbs that follow.
