ذَلِكَ مَتَاعُ الْحَيَاةِ الدُّنْيَا وَهَلْ الْمَتَاعُ إِلَّا عَارِيَةٌ تُعَارُ،
That is the provision of worldly life; and is the provision anything but a loan that is lent?
عَارِيَةٌ — a loan. An indefinite noun 'a borrowed thing / loan', the predicate of the rhetorical question — what the provision is reduced to. Its indefiniteness keeps it general, any loan at all. It is described by the verb that follows, which spells out that it is only lent, never owned.
