ذَلِكَ مَتَاعُ الْحَيَاةِ الدُّنْيَا وَهَلْ الْمَتَاعُ إِلَّا عَارِيَةٌ تُعَارُ،
That is the provision of worldly life; and is the provision anything but a loan that is lent?
الْحَيَاةِ — the life. Carries al- ('the') and is the owner inside 'provision of the life', so it takes the genitive ending, and it itself heads a further link with the next word ('the life of the world'). So it is owned by 'provision' and owner of 'worldly' at once, a middle link in a longer chain.
