وَهَلْ — and is. This is the yes/no question-marker — it turns the words after it into a question without changing their order. Joined by 'and,' it raises the next issue: is teaching him the Quran allowed?

وَهَلْ — and is it that. The connector wa- ('and') fused onto a question-particle that turns the next clause into a yes/no question — here a rhetorical one expecting 'nothing but'. The wa- joins this to the prior verdict; the question-particle flags the whole as an interrogative. Together they ask 'and is the provision anything but ...?'.
