تَعْلِيمُهُ — to teach him. An action-noun, 'the teaching,' standing as the subject of 'is allowed' (closing on -u). The attached '-hu' is the one taught — 'him,' the disbeliever — so one noun holds both the act and its recipient.

If his conversion to Islam is not anticipated, it is not permissible to teach him.
تَعْلِيمُهُ — to teach him. The action-noun 'teaching him' as subject of 'is allowed,' the '-hu' being the one taught. Here, under the negation, it is exactly what is NOT permitted: instructing such a person in the Quran.
