If his conversion to Islam is not anticipated, it is not permissible to teach him.
يُرْجَى — anticipated. A passive verb, 'is hoped for,' doer unnamed — no one expects it. Its subject, 'his becoming Muslim,' follows. The passive keeps the focus on the prospect itself, not on who hopes.
