لَمْ يُعْطَ إِبْلِيسَ أَنْ يَأْتِيهِ مِنْ فَوْقٍ وَلَا مِنْ تَحْتٍ
Iblis was not given that he should come to Him from above nor from below.
فَوق — above. The position word 'above', governed by the preceding 'from' and so in the 'of' (genitive) ending. It names the first of the two directions Iblis is barred from, the vertical axis left to God alone.
