الاِسْتِسْلَامُ — the acceptance. A verbal noun — an action captured as a noun, 'submitting/accepting' — which is the thing said to be obligatory and so stands as the delayed subject of that duty-verb. Arabic regularly turns 'to do X' into a single noun 'the X-ing' like this.
